Can you give some more info to see if we can work out the cause...

- The OS of the server
- The webserver (Apache, ngins, LiteSpeed, etc.)
- Is the installation under a domain / subdomain / subfolder
- Is SSl enabled and valid
- Was it working with 1st install in the same environment
- What version is this, the latest release or the latest preview build

Just on a hunch...

if you follow these steps to correct any issues with the file permissions, do things then begin to work correctly?
