Where can I see mail server settings to troubleshoot email issues?

Like why emails are not going out, whether it's using SMTP or PHP mail() function, how to switch between them.

Are there any logs maintained by FOSSBilling to see what's happening, or we have to rely on mail server logs only.

Email settings can be found under System -> Settings -> Email.
You can configure the method of sending & the credentials for it there.

or PHP mail() function

FOSSBilling will actually never use the PHP mail() function under any situation. We use Symfony's mailer class to handle emails and for sendmail it bypasses the mail function and calls the system's sendmail binary using open_proc.

Are there any logs maintained by FOSSBilling to see what's happening, or we have to rely on mail server logs only.

If an error occurs, it'll be logged under the /data/log directory.
