Not going ahead after account and currency step while installation

while installation after the account and currency step when it creates a database in background its not going ahead of that step though the database is created in PHPMyAdmin
I tried removing the install directory but when I load the site it gives this error

Hello,

You PHP version has been configured to disable the putenv(), which is a function that FOSSBilling uses.
You'll have to enable that before you can use FOSSBilling. In a similar manner, getenv() will also be required in the next major release so I suggest verifying that's enabled as well.
