There isn't really a proper way.
We still don't actively encourage migrations to FOSSBilling from other platforms, so we haven't been actively building functionality to aid in such migrations.
But I still believe you should be able to manually create a new order from the administrator panel with it not activated and then use the "edit order" and "edit order config" tabs to manually correct the info and status of the order
