That's unusual. How did you install it?
And have you tried re-downloading FOSSBilling and installing it again?

When you do the clean installation check the requirements to install, in case you do not have the requirements not continued, you should do a clean installation on a subdomain of your hosting to verify that it is not your server that was misconfigured
